In this guide, I will show you how to build a personal VPN server using Outline VPN (powered by Shadowsocks), and you can use the VPN for free for 2 months.
Outline VPN Introduction

Free Private VPN Server for 2 Months (Optional)
If you already have an account on Digital Ocean, then you can skip this step. Download Outline Manager
If you have your Digital Ocean account ready, then the next step is to download Outline Manager on your computer/laptop.

First time you open Outline Manager app, you will see a page where you can choose a cloud service provider, choose DigitalOcean, but if you already have an account on Google Cloud Platform or Amazon Web Services, you can use these cloud service providers too, even a custom VPS works fine, but DigitalOcean is super straight forward and simple to use so let’s proceed with that for now.
It will redirect to a DigitalOcean authentication page, if you are not logged into your DigitalOcean account then login first then authorize Outline Manager app to deploy your own personal VPN server using your DigitalOcean account.
Set Up Private VPN Using Outline Manager
After successful authentication, go back to your Outline Manager and click on plus (+) icon on the left sidebar and select the destination for your personal VPN, if you are going to use this from Pakistan then go ahead and choose Singapore or Frankfurt and finally click on SET UP OUTLINE button.
How to Get Your Outline VPN Access Key
Outline VPN will be deployed in a few minutes. After successful VPN deployment, it will redirect to your VPN page where you can click on share icon and copy your personal Outline Access Key.
Download Outline Client
Now that you have your personal access key, the next step is to download the Outline client app (we previously downloaded Outline Manager to set up the private VPN). Click on this link https://getoutline.org/get-started/#step-3 to open the official Outline website, where you can select your preferred desktop or mobile platform. You can connect to the same VPN with the same access key on multiple Outline client apps e.g. Windows, Android, iOS etc.
Connect to Your Private VPN Using Outline Client
Once you have downloaded and installed Outline client app, open the app and simply click on plus (+) icon and paste your access key and click CONFIRM then click CONNECT button and that’s it, you are now connected your own private VPN.
Create Multiple Outline VPN Access Keys and Set Bandwidth Limit
After 2 months, VPN will be priced at $6/month (DigitalOcean pricing) so it’s not free but not super expensive, and you can also create separate access keys for your family/friends.
To create new access key and set limit, open Outline Manager app and just click on Add new key, that will create new Outline VPN access key, and then you can click 3 dots icon to set data limit for the access key.
